The evil will not triumph over the virtuous.
Contrast:
dào gāo yì chǐ mó gāo yí zhàng
道高一尺魔高一丈
While the priest climbs a post, the devil climbs ten
It is another very common idiom in Chinese, it means while decent/honest people make some progress, the evil people make greater progress.
